What does private-pay assisted living mean?
Private-pay assisted living means your family pays for care directly rather than through a government program. Families usually fund it with retirement income, savings, proceeds from selling a home, long-term care insurance, or veterans benefits. In exchange, you get the widest choice of communities, room types, and services, and typically a faster, simpler admission.
In Texas, assisted living communities are licensed and regulated by the Texas Health and Human Services Commission (HHSC) under Health & Safety Code Chapter 247 and Texas Administrative Code Title 26, Chapter 553. Communities are licensed as Type A (residents who can evacuate and direct their own care) or Type B (residents who may need staff help to evacuate or who need overnight attendance). Assisted living pricing generally has two parts: a base rent for your apartment and the essentials, plus a care charge based on how much personal assistance a resident needs.

How do care levels work?
Before move-in, the community completes a care assessment that looks at how much help a resident needs with activities of daily living (ADLs) — bathing, dressing, grooming, eating, toileting, and moving safely — plus medication needs and health monitoring. The result is a care level that determines the monthly care charge on top of base rent.
Care levels are reassessed over time. That protects families two ways: a resident is never paying for more help than they need, and care can scale up in place if needs increase, so long as they stay within the highest level the community is licensed to provide.
How do contracts and deposits work?
Texas assisted living communities use a written resident agreement that spells out services, the base rate, care charges, billing cycle, refund and deposit terms, and the process for changing care levels or ending the agreement. Many communities also charge a one-time community or move-in fee.
